Cannot Open Local v6.6.1, runs in Task Manager as a Background Process

I am trying to run Local on my Lenovo Windows 10. The program downloads and runs on my Task Mask Manager as a Background Process. I do not know how to run it as an App.

I tried disabling firewalls and security, but am unsure what to do to get the program to open and function normally.

  2. I tried disabling the Anti-Virus
    I still cannot get Local to run
