EBUSY Error - All firewall turned off, read-only is off

Hi - Using Local on Windows 7. Have Webroot SecureAnywhere as my anti-virus, turned that off, made sure Windows firewall was turned off, and the ‘read-only’ check is unchecked on the hosts file and the etc folder too.

The error I’m getting when I attempt to create a new site is "Could not update hosts file

Ran into an EBUSY error when trying to update

This is typically caused by firewalls and other security etc etc etc"

What do I do now?

Is there a way to manually edit the hosts file?
