Issue Summary
On an otherwise working (fresh) site on local it appears external connection is blocked to ComplianZ cookie database server, syncing is impossible using both server packages. Updating WP/plugins will work, so not a problem with general connectivity of the site.
Troubleshooting Questions
Replication
install ComplianZ plugin, scan for cookies, attempt to sync to cookie database.
