New and Cloned Site will not open, old sites will open.

Hosts file is not read only. Windows 10 wants me to install Windows Command Processor don’t need more Windows clutter on my computer!

Can you clarify a little more about what this means? Local will run a sub-process in a command prompt that updates the Hosts file so that you can access the site in a browser. If you aren’t letting that process run, then Local has no way to update the computer so that you can actually reach the site that it creates.

It’s important to note that this isn’t installing any additional software. Instead, this is just asking for your permission to edit a file that Windows oftentimes will not allow applications to edit.
