Update to WP 5.8.1 error, "Cannot GET /"

Issue Summary

I updated to the latest WordPress version (5.8.1) from the Local app (not the WP dashboard). The update completed, but with an error message. When I visit the site I get “Cannot GET /”. When I visit the dashboard I get “Cannot GET /wp-admin/”.

Troubleshooting Questions

Error only occurred on a single Local site. All other sites updated okay.

I thought maybe the installation had possibly completed with some files missing, so I downloaded a fresh copy of WP & replaced the site files with it (skipping the wp-content folder & .htaccess). Same error persists.

I can access the database in Adminer. I don’t see anything wrong there.
