Woocommerce vouchers creation error

I am getting this error when trying to create a pdf voucher
Could not generate voucher PDF: Cannot load voucher HTML: cURL error 7: Failed to connect to websitename.dev port 443: Connection refused.

Is there a setting or hack to open this required port?

i turned ssl off and all was well i could test the pdf creation. thanks
