EPERM error message... looking for next steps after disable antivirus and uncheck read-only

I am getting the following error message when trying to add a new site:
Unable to provision site. Error: EPERM: operation not permitted, mkdir C:\Users\LocalSites\sheltertest’

When I click ‘ok’, the following message appears"
Could not update hosts file. Local ran into a problem when trying to update the hosts file. Please ensure that the hosts file is not locked by anti-virus

I have read the other related posts here and have disabled antivirus, unchecked the read-only option, uninstalled Local to start from scratch. At someone’s suggestion, even tried switching over to localhost for the Router Mode.

What are the next steps I can try? I’m utterly stumped :frowning:
