so how can l the sites.json?

@basimu1 The file is named sites.json, not settings-new-site-defaults.json.
You can find it at:
C:\Users\<username>\AppData\Roaming\Local\sites.json
You may have to enable “view hidden files” in the Windows File Explorer before you can see the AppData folder.
Alternatively, if you prefer not to share this file or can not find it, you can try re-importing the site that won’t start:
