You may need to do some manual permissions checks and fixes like I mentioned in a similar thread here:

Site shows "Permissions denied" on /wp-includes/functions.php

You might need to go into the Local app folders and check for read/write permissions to narrow things down. Alternatively you could Open Site Shell and reinstall the theme to see if works after the other changes you’ve made.
