If one just wants an empty dev env, without any installation - can this be done? Like preventing WP to be installed in the app-folder and preventing the DB to be populated with data.
When settings up an existing website locally its always a hassle to clean the DB and removing native WP. This can be good for users who has a composer-based setup for example etc.
