Issue Summary
Unable to create SSL on Windows 10 correctly. I’ve gone through all forum posts relating to SSL.
I’ve gone through just about every single post on this forum about SSL certificates. I continued to tell myself, there must be a way.
It really doesn’t seem like it.
I’ve uninstalled Local (completely, including inside /AppData/) and reinstalled.
I’ve temporarily disabled all Firewalls.
Cleared Browser cache.
Restarted my PC.
Not a single forum suggestion has worked.
The certificates show up inside “Manage computer certificates”, but no browser can recognize they exist.

Does this happen for all sites in Local, or just one in particular?
Every site. -
Are you able to create a new, plain WordPress site in Local and access it in a Browser?
Yes, but without SSL.
Replication
Use Windows 10.
Install a fresh Local 6.3.1
Create a site.
Trust certificate.
Clear everything and restart your computer.
Join the SSL frustration.

Security Reminder
Local does a pretty good job of scrubbing private info from the logs and the errors it produces, however there’s always the possibility that something private can come through. Because these are public forums, always review the screenshots you are sharing to make sure there isn’t private info like passwords being displayed.
