WP CLI DB not working in Windows

WP CLI cannot connect to DB.
mysqldump: Got error: 2003: Can’t connect to MySQL server on ‘localhost’ (10061) when trying to connect

This only for wp db export and import command.
search-replace and other command seem to work fine.

Please fix, because it’s pretty useless without it.
