I have the latest version and still encounter the same problem
I tried running the latest version on windows 7 and still encountered the same issue. Is there any alternative?

Please try downloading and running the two files below:
- vc_redist.x86.exe
- vc_redist.x64.exe (not required if you are running 32-bit Windows)
Both of these files can be found here: https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads
Once you run those installers, you can try creating another site.
