Change port number for local site running on localhost router mode

I use Elementor to develop websites, and because of licensing reasons I have to use the ‘localhost’ router mode. I have created a website on port 10008, I have exported the site and sent it to a client and they have imported it into Local on their machine. However when it imported it has put the site on a different port 10003. Changing the sites url in the WordPress UI doesn’t work as local tries to redirect back to the old url/port number. Local shows the message that offers to fix the issue but this just changes the websites url’s back to the one local is expecting.

Is there anyway to specify/change the port number for a website in Local using the ‘localhost’ router mode. I see you can change the url using the other mode but like stated above due to licensing issues I am stuck using localhost.
