Fatal error in Customize menu

Hello All,
I encountered a never-before-seen error in wordpress in Local. After a 2-3 months of break I entered my wordpress sites (3-4 different sites) in Local. I upgraded to the latest WP 5.4.2, and some plugins. Everything seemed to work fine except the Appearance/Customize menu, one of the most important menus. I get an error message:

I face the same problems in all of my Local sites. I dont’k know if this relates to wordpress or Local error.
I have windows 10, my Local version is 3.3.0, webserver is nginx, PHP 7.2.9.
Thanks for any help.

Just an addition, the sites themselves seem to work fine, just I cannot Customize from the dashboard. So site development is impossible.
