Downloading of WordPress instructions no 2. states that: Create a database for WordPress on your webserver, as well as MySQL (or MariaDB) user who has all privileges for accessing and modifying it.

Can I be assisted in how I get to do that, because that has been the reason I have not been able to get my WordPress (LOCAL) to execute and to work? How do I create a database on my web server, as well as on MySQL? How do I create myself to have the privileges to act as an admin?

I hope I have clarified my query, and I hope that I will be assisted.

If you’re using LocalWP, you don’t need to manually create a database — Local handles that automatically when you create a new site. Just click “Create a New Site,” and it will set up WordPress, the database, and user privileges for you. The instructions you mentioned apply to manual installations on live web servers, not LocalWP.
