Did you try closing the installation and starting it again? It will take back from where it closed and might go all the way.
What system are you installing local? You can try running it as Admin if it’s Windows.
Opening your Task Manager you can see if VirtualBox is running, if it is, try terminating its process and starting the install again.

If none of this (plus what you already said you tried), you already poked the install a lot and might have created more problems. I would clean install Local from the start again, since you have nothing to lose right now… This means uninstalling VirtualBox (if you didn’t have it on your system before the setup), and deleting any files you can find that Local created.
