I just tested https://wordpress.org/plugins/wp-file-manager/ with a site running the Preferred Environment in Local and it seems to be working.
Are you running into issues with it? If so, can you provide a screenshot of what you’re seeing?
By the way, with Local there’s no need for the file manager since all of the files are readily accessible on your computer. Simply right-click on the site in Local’s sidebar and go to “Reveal in Finder” or “Show Folder” depending on your operating system. Once you do that, you’ll see the Local site files right on your computer. From there, you can navigate to app/public to view the WordPress files.
