Local says sites are running but they aren't

Whenever i start up Local, it says some sites are running and i can see the green icon that shows it active but the sites actually aren’t.

The thing they all have in common is that they are all clones. To replicate, I simply have to clone a site.

Here are some screenshots, in this first picture you can see that it says 3 sites running and i just opened local. the sites are pgl-ireca which is a clone of pgl and the tericass/tericauk which are both clones of tericaskin

when i click on pgl-ireca you can see that it actually says to start site, this is the same for all of them.
