Currently, Local doesn’t have multilingual support. I’ve changed your post to a feature request for now so others can vote, comment, or follow along. We’ve also had some requests for this in the past, so I’m going to raise it with our Developers as well.

For anyone watching this Feature Request, the Beta 9.2.0 allows you to create WP sites using a specific locale.

We should be releasing a stable version soon, but in the meantime, take a look and let us know what you think!
