I installed it and created the site, and WordPress launched successfully the first time. However, after stopping and restarting, an error appears on the screen as shown in the attached image.
My second question is that the installed WordPress does not provide me with the option to change the language.

Please can you share your Local version, OS, and Local logs?
Local lets you change your site language when you first set up your site:
If you set up a site with the default language (English US), you can change it from the WordPress admin area at Settings → General → Site Language:
Note that site starter content such as “Sample Page” and “Hello World” will not change language if you use the WordPress language switcher, only if you set up the site language via Local’s language option.

Thank you for the logs. It looks like Local is restricted by antivirus or security software. Please can you check the advice here?
And also check that you allow Local to access these URLs?
