Also, I don’t have any antivirus and I only use Microsoft’s default Windows Defender

Can you make sure your Hosts File isn’t set to Read Only?
Additionally, are you running as an administrator?
Select Start > All Programs > Accessories, right-click Notepad, and then select Run as Administrator
Are you running other developer applications simultaneously? That could also cause similar issues. Apps like MAMP, XAMPP, or Docker for example.
