Use Symlinks on Windows for /plugins/directory?

What issue or error are you experiencing?

I’ve created a /plugins/ symlink in my Local Sites app, pointing to another folder that contains plugins. However, no plugins are seen via the WordPress Site. Should this be possible, or am I doing something wrong?

I’d like to have multiple Local sites point to one single /plugins/ folder, so I don’t have to maintain each site individually.

I don’t know that this is possible, at least I can’t say I’ve tried it myself.

Plugins like MainWP or ManageWP should allow you to do the same thing although you would still need to boot up Local and have the sites “Started” to be able to make adjustments to plugins/themes.
