Hello I have tried the following to correct this problem but nothing works: 1. Turned off antivirus 2. I updated the host file per instructions on an earlier post (but not sure I did it right.) 3. Uninstalled the local application and reinstalled. 4. Disabled the read-only.
I took a look at the Local log and see a number of lines that look like this:
Aug 28, 2019, 10:30 PM CDT - error: [main/hosts-helper] Could not update hosts.

I think you’re on the right track in terms of looking at antivirus as the source of issues. Take a look at this other post in the Forums that outlines some additional troubleshooting things, most notably using something like Window’s “Resource Monitor” to see what is locking that file:
