Also, do you mind explaining how you typically have it running (what encryption, etc) so I can attempt to reproduce this?

I am using Astrill.
Astrill have a desktop app which has 3 modes, openWEB, openVPN, and stealthVPN.
openWEB is their bake of openVPN, it started as just an option for routing browser traffic, but since then has upgraded to allow you to route all computer traffic through it.
It’s generally faster to jump between servers, doesn’t have such a wait to connect and add routes, so I generally have this on. I am in China and it is the fasted and most reliable way to browse.
This is the one causing problems.
openVPN just doesnt work here, but they have another version called stealthVPN primarily for getting around the Chinese firewall, this is actually heavier, you need to sign in and out of different servers, takes longer to connect and disconnect. I only normally use this when things are getting political over here and the Gov squeeze the vpns more.
But the funny thing is, stealthVPN works great with local, its only their lightweight option that is causing problems.
I had a similar issue when using Cisco AnyConnect, and apparently it’s an issue with Docker and AnyConnect (see e.g. https://github.com/boot2docker/boot2docker/issues/628). I switched to using the open source alternative OpenConnect, which fixed the issue for me, I’m not sure if that’s an option for you: http://www.infradead.org/openconnect/
I should have posted to say that my issue sorted itself out.
I set my VPN port to 80, and things are A OK.
