WordPress 6.3 moving to PHP 7.0.0 as minimum

For WordPress 6.3 the minimum supported PHP version will be PHP 7.0.0.

For testing purposes it would be nice to be able to install/use this PHP version.

I didn’t even notice it’d gone away until today… but yeah, need to bring back 7.0.0
