WP-cli 2.10.0 (GitHub PR help wanted)

I installed the new version of wp-cli.phar manually and it seems to work even though it breaks the code signing of the Local app.

@afragen Here are my steps to install. Replace username with yours. I’m doing this in the normal terminal and not in the site shell.
