Whenever I try to upload a plugin or theme, or XML file with blogger importer, I get an error

500 Internal Server Error
nginx/1.16.0

I also have disabled all Windows useless services like updates, defender, etc. Maybe the issue is because some services are not running in windows. Can you tell me which background services Local WP needs to work on so I can enable that services?
