Looking through the forums I found a couple of Windows 7 users that had similar issues and errors in their log like yours. For example:

Hi, Same issue with latest version of Local 5.7.4 however found a solution adding: opcache.file_cache=“C:\Windows\temp\php_opcache” opcache.file_cache_fallback=1_ in the php.ini.hbs file of my newly created site. File found (on my computer) under: C:\Users\xxxxx\Local Sites\yyyyy\conf\php where xxxx is my Windows user and yyyy my site name. After adding the two above lines within the opcache section, save and on local start your site. It works for me. Hope this would help. Br, Nicolas

Error Installing WordPress - first time user

I found a workaround to this issue. I found out I had to use Adminer to create a new db user with all priviliges. Then I could install WordPress, and then everything was fine. Case Closed

One thing to note for future projects, Windows 7 has reached it’s end of life with Microsoft for some years now. Very soon when Local is updated to v8, Local will no longer be compatible with Windows 7/8/8.1.
