Allow installation outside of c:\users [Windows]

The current version only supports installation of sites to the c:\users directory. It would be nice if we could install sites on other drives if needed.

This limitation is keeping me from switching from DesktopServer.

This is now possible in Local. It was added in 2.0.1.
