Cannot access wp-admin in Local

What issue or error are you experiencing?

I exported the website using WP Lite and imported the zip file to Local.
I can open the site and browse it.
but when I try to access WP I see the message : Sorry, you are not allowed to access this page.
My login credentials are accepted, but WP Admin page is not accessible.

I skipped WP core files on export. Could this be the reason for WP Admin not being accessible?

What steps can be taken to replicate the issue? Feel free to include screenshots, videos, etc

Security Reminder
Local does a pretty good job of scrubbing private info from the logs and the errors it produces, however there’s always the possibility that something private can come through. Because these are public forums, always review the screenshots you are sharing to make sure there isn’t private info like passwords being displayed.

You might need to use the Open Site Shell function and WP-CLI commands to disable all of the plugins and try swapping the theme. There might be a conflict or some other security blocker at play. You could even use WP-CLI to create a new admin users and see if that works as well.
