Cron issue / port 443: Connection refused

I need cron running and a I get this on WordPress admin after activation of WP Crontrol. How can I fix this?

There was a problem spawning a call to the WP-Cron system on your site. This means WP-Cron events on your site may not work. The problem was:
cURL error 7: Failed to connect to child-lms.dev port 443: Connection refused

WordPress 4.8.3

PHP 7.1.7
Web Server nginx
MySQL 5.6.37
OpenSSL 1.0.2l 25 May 2017
Trusted Cert for SSL (enabled)
