ERR_CONNECTION_REFUSED on mac

I was using Local by Flywheel a couple of years ago. I revisited the sites but I am getting the ERR_CONNECTION_REFUSED

None of the other help topics had the same issue exactly.

I tried installing the Local (Beta) and was able to create a new install that I could see in the browser. However, I tried importing the site that I needed to access from my old ‘Local by Flywheel’ app.

Now I am getting a different error:
Forbidden You don’t have permission to access / on this server.
