Just got the same error, during Wordpress installation
opt/Local/resources/extraResources/site-binaries-linux/php-7.3.5/bin/php-original: error while loading shared libraries: libssl.so.1.1: cannot open shared object file: No such file or directory
I succeded in installing Local on Linux 16.04, but when creating a new site, I get an error during Wordpress installation :

I did some research, solution seems to link libssl.so.1.1 to libssl.so.1.0.0, and after that i got a new error, that I haven’t managed to fix

I’ve consolidated the various topics that appear to all be related to a missing libssl.so.1.1 file under Linux, so let’ see if we can narrow down what’s going on!
@samd21313 – Can you let us know a little more info about what OS is being used like the type (Fedora, Ubuntu) and version (ie, Ubuntu 18.04)?
@mlsmith45 – What version of Mint are you using?
@amaurea – that second error after linking the two files makes me think that the linking didn’t actually fix the underlying issue. Do you have the resource you were working from that recommended linking libssl.so.1.1 to libssl.so.1.0?
I actually just went through the process of getting Local to work on Manjaro, and I discovered there may be some legacy AUR dependencies that Manjaro doesn’t have by default. Try running the following and provisioning the site again:
sudo pamac install ncurses5-compat-libs nettle6
If running something other than manjaro, look for your own corresponding libraries.
I just tried using Local again on my lInux Mint install. I downloaded the latest version of Local and did all the Linux updates before trying. I got this error message:
