Error: cURL error 28 - Win10 - Apache

Hello,
When I create new site with Apache server in Wordpress Site Health I get:

Error: cURL error 28: Operation timed out after 10001 milliseconds with 0 bytes received (http_request_failed)

If I swich web server to Nginx everithing is ok.

I have tryed everithing I found on internet but nothing helped.
Web is freshly installed, without plugins, with standard wordpress theme Twenty Twenty.
