I’ve moved this topic out of the bug category and into the support category. Without seeing the full error, I can’t be 100% sure, but this seems related to this bug report where Windows users have issues creating sites when the password contains an ampersand:

Does that seem like what is going on? If you can try a different password and let us know how it goes, that would be helpful.

Also, if that is the issue, please go up-vote the linked bug so that we have a good idea of the fixes that we need to prioritize!
