“Heads-up! Local’s router is having trouble starting” Windows 10 with IIS running

Having issue with starting Local. Getting “Heads-up! Local’s router is having trouble starting” error.

It seems like a permission issue to me but not sure where to look.

I do have IIS running on port 80.
