I am trying to import my site to Local by dragging a zip file containing wp-content and SQL database file into Local. Each time it returns an error: Table local.user does not exist". I tried creating the zip file directly from ubuntu as well as with the plugin backWPup. What is going on?

New to WordPress so I might get some details wrong here.
I manually created a ZIP file of the wp_content from my WordPress site and a backup script for the SQL associated with the site.
Local appeared to create the site, downloaded Wordpress but then stopped during the SQL import with the error message above.
Any help would be greatly appreciated.
