Uh-oh! Unable to import site

After dragging the zip file with wp-content and the SQL file inside to local, it creates the site, copies the file, but when getting to the SQL import part, I get an error: Table ‘local.wp-options’ doesn’t exist. And then local deletes the site.
I also get asked by windows for admin permission while using the app
