Install/Launch on Windows 10 is failing with Spawnsync error

When I install Local on my Windows 10 laptop, it immediately after finishing, during the application startup process, gives me an error:

A Javascript error occurred in the main process

Uncaught Exception: SpawnSync C:\windows\system32\cmd.exe%APPDATA%\Composer\vendor\bin ENOENT at exports_ernoException (util.js 1050:11)

There’s more, but the screen won’t allow me to copy and paste out the message.

There are 4 “Local” processes shown as running on the computer, but I can’t open the user interface to control them or configure anything. (The same error is presented each time I try.)

I have tried uninstalling and reinstalling without any change

Any ideas on how to fix it so I can run it on my computer?

Can you please provide screenshots of what you’re running into? Also, can you please provide your local-by-flywheel.log file? See How do I retrieve Local's log file? for instructions on how to do so.
