Is Live Links really only available in the PRO version?
No it’s just a better version then the one you get for free. You should be able to when view all your sites after selecting one. Down at the bottom there’s an Enable Live Link, and that will give you a url to use as the live link for people to view.

The free version of Live Links uses Ngrok, which has some limitations. This is why we created a pro version of Live Links that doesn’t throttle your site along with a few other features.
