Keep getting error Local ran into an EPERM

Hey guys thanks in advance to all,
I know there are many topic regarding this issue, but none of the suggested answers work for me for some reason I’m keep on getting the same error although I’v unchecked read only on host file and made an exception in my antivirus for local by flywheel and nodeJs it keeps saying that nodejs is is asking to make changes. Im running on windows 7 if that helps and using Avira as antivirus
