Local is not working after Mojave update

hi, so I just updated my mac to the new Mojave v10.14 and Local is not loading anymore

it says theres an update available but once it downloads Im getting a message

when I check the Caches folder it appears to have the right permissions

i dunno if thats the correct Cache folder but its the only one search finds
