LocalWP is frozen when loading WP. I have installed and unistalled many times, different versions 8.0 and 8.2
How to solve this problem?

It looks like you might have some security system that is blocking Local from updating the hosts file. Do you have any antivirus, security, or firewall applications that you could check?
This might be a good place to start:
The operating system is windows 10
No separate antivirus is used.
Unchecked the read-only box in the hosts file
It’s no use.
Is there something else to suggest?
If you change your Router Mode to Localhost are you able to proceed?
Preferences>Advanced>Router Mode>Localhost
Exactly, if the router mode is changed to Localhost then everything is fine. Is this the only solution?
I’m glad Localhost works for you as an alternative! You can continue to work in Localhost mode the only real downsides are that it can’t connect via HTTPS and Live Links won’t enable. As to the why this is tougher for us to determine. Something on your machine is interfering with Local still when it’s not in this mode. Are you running other developer applications simultaneously? That could also cause similar issues. Apps like MAMP, XAMPP, or Docker for example.
If you stop your Local sites and quit the app, you can try running the command netstat -ano on your machine’s command prompt to see if anything else shows up that could be hogging ports.
