I am running localwp 8.2 but it not opening the app, but when I open task manager there are 3 localwp.exe. it happened after my computer was turned off when I unplugged the wire when the system was on.
no xammp for any other app installed, no antivirus etc windows defender is off.
no hosts file issue
I have attached the log file of the program. can any one help please.

It looks like this error may be due to a special character in your Windows username.
Can you try creating and using a user directory without extended characters?

I figured it out. The sites.json was corrupted and that was causing the issue. I deleted it and manually imported the site and it worked
