It looks like you’re running into a Windows limitation with the special character in your username. We have a megathread issue open here with some background and a workaround for changing your username:

The general problem is that when a Windows Username includes special characters (so an apostrophe ' or a non-ASCII character like é) it can break the commands Local uses to communicate with the MySQL database. Hi Adam!
Thanks for the answer, I figured out what the problem was, it was that I had WAMP and/or XAMPP installed on my machine. Just to have it even not running prevents Local to run anything.
