I am having this same issue - Local would not open at all even after restarting the machine. I uninstalled it and attempted to reinstall but even the reinstallation would not work - I got the error message “Failed to decompress files. Please try running the installer again. Error opening output file(s).” I ran it three times just in case, but got this error each time.

I ran into a similar situation, and through this thread, following the folder structure, I ended up finding a lockfile, and once I deleted that, it sparked right up. Not that it will help this situation, but thought I would mention it.
