I too am having issues with logging into my local wpadmin for a site I just brought over into local. The source site was covered by 2FA so I am assuming that is what the login is looking for but I have no way to turn that off on local without being able to log into wpadmin on local. I see this issue has been around for a while now. No solution yet? I never receive a validation email by-the-way.

For your issue you can use the steps on this link to reset or change your admin credentials or create a new user:
You might also have a security plugin or 2FA plugin on the site that needs disabled. You can do this by clicking on Site Shell and then using WP CLI commands like wp plugin deactivate pluginname
