I am trying to use duplicator to migrate from local to flywheel as the push feature on the local keeps crashing, my site is about (700mb)
I am unable to delete the wp-config file (this is a part of the duplicator process)
please advice

Since the wp-config.php file is autogenerated on Flywheel’s servers, you can’t modify or delete it. You might consider a different migration plugin like Migrate Guru: https://www.migrateguru.com/
Out of curiosity, what does your local log say about the crashing during a Push? Would you be willing to share your local log? See
“How do I retrieve Local’s log file?” for instructions on how to do so.
