One issue might be special characters in the username or pathing:

The general problem is that when a Windows Username includes special characters (so an apostrophe ' or a non-ASCII character like é) it can break the commands Local uses to communicate with the MySQL database. If your friend is on Windows there might also be some security or permission blockers. They may want to check any security, antivirus or firewall settings as well.
